India's Directorate General of Trade Remedies (DGTR), a government agency working under the Ministry of Commerce, has initiated an anti-dumping investigation into solar encapsulant imports after a petition by Mumbai-headquartered RenewSys India. EVA encapsulants from China are omitted while Polyolefin and EPE encapsulants from China and EVA encapsulants from South Korea, Vietnam, and Thailand are within the scope. DGTR has mentioned that ample prima facie evidence points to material injury to local producers resulting from dumped imports. The period of investigation is from April 1, 2024 to March 31, 2025, whereas the period of injury examination is FY22 to FY25. If the findings confirm dumping, duties may be imposed to safeguard Indian manufacturers of encapsulants, which are critical inputs for PV module production and have a direct impact on module manufacturing costs in India. Earlier this year, India has also imposed anti-dumping duties on solar glass imports from China and Vietnam, showing a continuation of trade measures to protect domestic solar manufacturing.
