India’s Central Electronics Limited (CEL) has issued a Request for Proposal (RFP) to select a bidder for setting up a 1.2 GW solar PV module manufacturing line at its Sahibabad facility. The bid submission process started on 26 December 2025 at 15:30 IST and closed on 15 January 2026 at 10:00 IST. Technical bids were scheduled to open on 16 January 2026 at 10:00 IST, followed by financial bids and a forward auction after technical evaluation. The RFP required online submission under a two-packet system with a mandatory Earnest Money Deposit of INR 50 million  (~ $556774.25 ) and a bid validity of 90 days. The scope covered construction of the manufacturing building, installation of a fully automated module production line, and relocation of an existing 900 kW ground-mounted solar plant to the rooftop. The contract period was fixed at six years, extendable by up to three years, with operations required to commence within 12 months of site handover or issuance of the Letter of Intent. CEL capped its construction funding assistance at INR 25 crore (~ $ 2.78 million). Prior to this, Central Electronics Limited had also issued an RFP to install a 4.125 MW grid-connected solar PV plant at Indian Institute of Technology Kharagpur.
