Terra Solar Philippines Inc., a renewable energy company, has received approval from the Energy Regulatory Commission (ERC) to develop and own dedicated transmission facilities for the MTerra Solar Project, the country’s largest planned solar and battery installation. The ERC decision, released on October 8, 2025, authorized the construction of point-to-point facilities linking the 3.5 GW solar and 4.5 GWh battery project in Nueva Ecija and Bulacan to the Luzon grid via the Nagsaag–San Jose 500 kV line and the planned San Isidro 500 kV substation. The facilities, valued at PHP 14.25 billion (~$ 2.44 billion), were about 90% complete as of September 2025. The ERC set a PHP 106.86 million (~$ 1.83 million) permit fee and ruled that NGCP would operate and maintain the system. Phase 1 was set to begin in February 2026, followed by Phase 2 in February 2027.
