Vietnam’s Decree 135/2024 promotes rooftop solar power expansion

Vietnam’s government has introduced Decree 135/2024/ND-CP, effective October 22, 2024, to boost rooftop solar power nationwide. The policy promotes self-produced, self-consumed solar systems, especially on homes, offices, and industrial facilities. Key incentives include exemptions from electricity licenses and capacity limits for non-grid connected systems using anti-backflow devices. Rooftop solar installations under 100 kW are license-free. Larger installations require compliance with power planning and licensing if surplus energy is sold back. The policy simplifies tax and administrative procedures, allowing surplus energy sales to the national grid, capped at 20% of capacity. According to the Vietnamese government, this framework supports renewable energy goals and accelerate Vietnam’s solar adoption. Battery Energy Storage Systems are encouraged for operational stability.
