Bidding employs single-stage two-envelope procedures open to eligible ADB source country bidders with 30:70 price-to-non-price merit point evaluation. Financial criteria demand positive net worth, single-entity resources exceeding $1.0 million, and average annual turnover of $4 million over three years. Bidders require experience in one PV project of 1 MW or higher valued over $2.0 million completed within five years. A remote pre-bid meeting is scheduled for 21 January 2026 Funafuti time, with submissions due by 27 February 2026 via Tenderlink portal.
