Solar Energy Corporation of India (SECI), a New Delhi–based public sector undertaking under the MNRE, has recently issued a Request for Selection. SECI has invited bids to develop 13,043 kW grid-connected rooftop solar projects on government buildings in Puducherry under RESCO mode. SECI has confirmed that projects will be implemented on a Build-Own-Operate basis through tariff-based competitive bidding. Developers are required to undertake design, engineering, procurement, construction, commissioning, operation, and maintenance for the complete PPA term. Developers must also secure grid connectivity, obtain net metering approvals, and manage insurance and replacement of modules, inverters, and related componentsSECI has specified financial terms including a non-refundable bid fee of INR 6,000 (~ $66), an earnest money deposit of INR 900 per kW (~ $10), and a performance guarantee of INR 3,375 per kW (~ $37). SECI has scheduled the pre-bid meeting on September 24, with submissions due between October 21–23 and bid opening on October 24, 2025.
