The Rural and Renewable Energy Agency (RREA), a Liberia-based public energy institution, has issued a Request for Expression of Interest on May 9, 2025. The assignment, under the World Bank-supported Liberia Electricity Sector Strengthening and Access Project (LESSAP) Phase 2, is intended to select a consulting firm to verify solar installation claims under a results-based financing model. According to RREA, the firm will be responsible for field and remote audits of rooftop PV systems, Solar Home Systems, and mini-grids across rural Liberia. Firms are required to have at least five years of experience and must have verified 5,000 SHS, 500 standalone systems, and 500 mini-grids. The assignment also requires GIS-based verification, digital monitoring tools, and staff fluent in local languages. RREA has stated that the selection will follow the Consultant Qualification Selection method, with submissions due by May 22, 2025.
