Canadian provincial utility, Hydro-Québec, has launched Call for Tenders on May 6, 2025, for a 300 MW solar energy block and released its solar energy action plan. The RFP supported the 2023–2032 Supply Plan and sought projects sized between 0.7 MW and 25 MW, to be connected by December 1, 2029. Bidders had to register between May 21 and July 21, 2025, and submit offers by March 31, 2026. Proposals were to be assessed based on pricing, local content, project viability, and ethical sourcing. Hydro-Québec scheduled conferences for May 20 and 21, 2025, and planned to respond to technical queries filed by October 1. The utility also announced its goal to develop 3 GW of solar by 2035 through larger solar farms and self-generation programs, including net metering and equipment financing, pending regulatory approval.
