Tamil Nadu Green Energy Corporation Limited (TNGECL) has granted an invitation to bid for installing 40 MW of grid-connected rooftop solar systems on government buildings in Tamil Nadu under the Renewable Energy Service Company (RESCO) model. The move is targeted at clearing pending power payments from state departments, which owe around INR 2,000 crore (~ $240 million) of electricity dues at present. In Phase I, installations will be on structures in Chennai, Chengalpattu, Kancheepuram, and Tiruvallur, with site identification ongoing. There will be a pre-bid meeting on October 8, e-submissions from October 15–27, and opening of bids on October 28. Bidders need to furnish an earnest money deposit of INR 50 lakh (~ $60,000) and a performance guarantee of INR 1 crore per MW (~ $120,000 per MW). TNGECL approximated installation prices at INR 6 crore per MW (~ $720,000 per MW), while rooftop systems were expected to cut departmental power costs and enhance payment recovery for the utility.
