China has installed 60 GW of new solar PV capacity in Q1 2025, with 36 GW from rooftop systems. The surge followed NEA (National Energy Administration) guidelines encouraging self-consumption to ease grid congestion and support carbon targets. Distributed PV additions are expected to reach 130 GW in 2025, led by C&I and residential projects. Utility-scale projects may add another 167 GW. Provinces like Inner Mongolia and Jilin imposed strict self-use rules for C&I projects, while Jiangsu and Guangdong offered flexible grid access. Some regions, such as Shandong and Hubei, required excess power to be traded on markets. Policy implementation has varied regionally, significantly impacting rooftop solar growth across commercial and industrial segments.
