Recently the European Network of Transmission System Operators for Electricity (ENTSO-E), located in Brussels, has issued a document detailing the blackout in Iberia that took place on April 28, 2025. The blackout incident that affected Spain and Portugal, was described as the most severe power outage in Europe in the recent twenty years. The report analyzed system conditions, grid behavior, and voltage control issues without attributing liability. SolarPower Europe, along with Spain’s solar association UNEF and Portugal’s renewables association APREN, has welcomed the report’s findings, noting that renewables were not legally allowed to participate in voltage control at that time. Spain has since amended Operational Procedure 7.4 on June 12, 2025, to enable renewable contributions to grid stability. The associations have called for accelerated investments in flexibility, storage, and grid-forming inverters, while a final ENTSO-E report is expected in early 2026.
