The Verbraucherzentrale Bundesverband (vzbv), a Berlin-based national consumer association representing consumers across Germany, has submitted recommendations on the proposed amendment to the Energy Industry Act (EnWG). According to vzbv, while the inclusion of fixed-price contracts, “Energy Sharing,” and safeguards against disconnections is welcomed, stronger consumer protection measures are still required. The association has proposed digitalized grid-connection procedures with a centralized online portal and mandatory eight-week response deadlines for distribution network operators. vzbv has further recommended faster solar feed-in tariff settlements, interest on delayed payments, and standardized metering concepts for small PV installations. It has also opposed restrictions on switching smart-meter operators and has urged clear billing rules for minor consumption loads such as inverters. In addition, vzbv has called for capped dynamic tariffs, better comparison tools, and regular audits of suppliers’ financial reliability. The association has emphasized flexible payment arrangements and improved communication channels to prevent electricity disconnections.
