The Renewable Energy Union, Syndicat des énergies renouvelables (SER), representing all renewable sectors in France, has urged MPs to reject the proposed energy programming law. SER said amendments adopted in the National Assembly imposed a moratorium on solar and wind and reopened the Fessenheim plant. They also removed biofuel targets and narrowed the definition of low-carbon energy.  The law weakened energy efficiency and building renovation measures. It provided only vague direction for renewable heat and gas. It provided only vague direction for renewable heat and gas. SER noted that low MP participation led to an unbalanced, incoherent text. The law was seen as a threat to 160,000 jobs in the renewable sector, particularly in rural areas and SMEs.
