The Solar Energy Corporation of India (SECI), a New Delhi–based government enterprise responsible for implementing national solar power projects, has issued Amendment-03 to its Request for Selection for 500 MW of ISTS-connected solar projects under the ISTS-XIX program. The amendment, released on 9 October 2025, has introduced a “Greenshoe Option” that allows successful bidders to obtain up to an additional 125 MW at the lowest discovered tariff (L1). SECI has stated that bidders are required to proportionally meet eligibility, net-worth, liquidity, and Earnest Money Deposit (EMD) requirements for the expanded capacity. Each bidder is required to confirm acceptance of the additional allocation within 20 days of receiving the Letter of Award. Allocation priority is set to follow the tariff order, starting from the L1 bidder and continuing until the 125 MW limit is reached. SECI has also removed the earlier 31 August 2025 ISTS connectivity deadline to synchronize project execution with the revised capacity framework.
