Malaysia unveils CREAM to boost rooftop solar aggregation

Malaysia’s Ministry of Energy Transition and Water Transformation (PETRA) has introduced the Community Renewable Energy Aggregation Mechanism (CREAM) to expand rooftop solar use. CREAM allows homeowners to lease rooftop space to third-party developers, who install aggregated solar PV systems on local utility grids. PETRA said that the scheme has adopted open grid access elements from the Corporate Renewable Energy Supply Scheme (CRESS) launched in September 2024. Developers are required to comply with federal, state, and local regulations when consolidating rooftop projects. PETRA has confirmed that implementation guidelines are being finalized and will be released by the Energy Commission. As per PETRA, CREAM builds on earlier programs like CRESS and Cross-border Electricity Sales for Renewable Energy. PETRA has planned LSS-6 solar bidding in Q2 2025 and energy storage system bidding by Q3 2025.
