The Center for Solar Energy Research and Applications (ODTÜ-GÜNAM), part of Middle East Technical University headquartered in Ankara, and the Fraunhofer Institute for Solar Energy Systems ISE, a Germany-based research institute, have signed a MoU during EU PVSEC 2025 in Bilbao. The agreement was aimed at strengthening applied research and accelerating industrialization across Europe’s solar value chain. It has included cooperation on technology roadmaps, production line planning, equipment and material selection, prototyping, certification, and process optimization. Türkiye, ranked first in Europe and fourth globally for PV module production capacity, has allocated $2.5 billion under its HIT-30 High-Tech Investment Program to establish domestic solar cell manufacturing. Germany has continued to emphasize research and development but has faced challenges in retaining upstream manufacturing. An inaugural workshop on 'Industrial Solar Cell and Module Production in Türkiye' is scheduled for October 30, 2025, at ODTÜ-GÜNAM in Ankara. Recently, Fraunhofer ISE reported that EU solar reshoring was 14.5 percent costlier, with modules priced 10.3 €ct/Wp above China unless subsidies were applied.
