The Indian Ministry of New and Renewable Energy (MNRE), has released a 3 October 2025 dated advisory. The directive has clearly instructed all Renewable Energy Implementing Agencies (REIAs), public sector undertakings, and both central and state government tendering bodies to comply with the General Financial Rules (GFR) and Central Vigilance Commission (CVC) guidelines for the procurement of renewable energy projects and related equipment. The MNRE reiterates that compliance with these rules and guidelines is vital to protect financial propriety and transparency in all bidding for renewable energy. The ministry has observed that certain agencies had issued tenders in August 2025 with submission periods as short as seven days, apparently to bypass the Approved List of Models and Manufacturers (ALMM) requirement for solar cells and modules. MNRE has further directed that any tenders issued without compliance with GFR, Ministry of Finance instructions, and CVC guidelines must be withdrawn and reissued following proper procedures. All concerned agencies were instructed to submit a compliance report within fifteen days.
