Italy approves FERX rules for solar and renewable tenders

Italy’s Ministry of the Environment and Energy Security has approved new operating rules for tenders. These rules apply to renewable energy plants, including solar, under the Transitional FERX (Fonti EnergeticheRinnovabiliExtrapremiali), Decree. GestoredeiServiziEnergetici S.p.A. (GSE) submitted the proposed rules on 18 June 2025. The European Commission cleared the related aid measure on 17 December 2024. The new rules replace those issued by the Ministry on 20 May 2025. They set requirements for tenders, start of work, entry into operation, and awarding prices. The decree came into effect after publication on the Ministry’s website. A formal announcement was made in the Official Journal of the Italian Republic. The rules aim to streamline support for plants with generation costs near market levels.
