The Indian Solar Manufacturers Association (ISMA) asked the government to impose safeguard duties on imported polysilicon, ingots, and wafers. This would help protect local manufacturers from cheap imports. India has already become self-sufficient in making solar modules. Cell manufacturing is also expected to reach self-sufficiency by FY27. ISMA recommended support for upstream manufacturing, including import duty exemptions, capital subsidies, and concessional tax rates. It also suggested a clear policy roadmap, mandatory use of domestic materials, and specialized manufacturing zones. The association called for uninterrupted low-cost power, streamlined regulations, and financial support for research and innovation. Strengthening trade agreements, securing essential raw materials, and developing technology partnerships were also proposed. ISMA emphasized that long-term policies and incentives were necessary to build a strong domestic solar industry and reduce dependence on imports.
