India’s Ministry of New & Renewable Energy (MNRE), headquartered in New Delhi and overseeing renewable energy development, has recently issued a draft amendment. MNRE has proposed extending the Approved List of Models and Manufacturers (ALMM) framework to solar wafers under a new List-III, effective June 1, 2028. MNRE stated the framework is to be implemented only when three independent wafer manufacturing units with a combined capacity of 15 GW are operational. MNRE has required wafer manufacturers to demonstrate equivalent ingot capacity to qualify under the list. From the effective date, ALMM-listed modules under List-I must use cells under List-II, which in turn must use wafers under List-III. MNRE confirmed exemptions for projects bid before the cut-off date, while captive government projects face phased compliance until June 2028. MNRE clarified that thin-film PV modules from integrated facilities are considered compliant, while existing domestic content requirement rules remain unchanged.
