The Indian Ministry of New & Renewable Energy (MNRE) has recently released an office memorandum, clarifying the implementation of the Approved List of Models and Manufacturers (ALMM) for solar installations. MNRE announced that plants for bid submissions up to the 31 August 2025 deadline will have to employ modules from ALMM List-I but are exempt from ALMM List-II cell requirements even when commissioning takes place after 1 June 2026. For bids submitted after the cut-off, both modules from List-I and cells from List-II are mandatory, irrespective of commissioning dates. MNRE confirmed that Net-Metering and Open Access projects must adopt ALMM-listed modules, with cell compliance required for commissioning on or after 1 June 2026. Domestic Content Requirement provisions under schemes such as PM-KUSUM, PM Surya Ghar, and CPSU Phase-II remain unchanged, and MNRE has released an annexure of Frequently Asked Questions to address stakeholder concerns.
