The European Solar Manufacturing Council (ESMC), a Brussels-based industry association, has joined SolarPower Europe (SPE), a Brussels-based trade body, in urging EU leaders to deliver an urgent solar manufacturing action plan. ESMC and SPE said that existing provisions under the Net Zero Industry Act and the 2024 EU Solar Charter were inadequate to safeguard the sector from imminent closures and bankruptcies. Both associations emphasized that the European Union’s target of 30 GW of domestically manufactured PV capacity by 2030 was unattainable without immediate political and financial support. Their joint appeal, issued ahead of the Solar-PV Ministerial Meeting on September 30, 2025, outlined five measures designed to strengthen Europe’s manufacturing base and supply chain resilience. ESMC and SPE proposed adoption of a European PV Industry 2030 Action Plan, reforms to procurement rules prioritizing “Made in Europe” content, and establishment of a Cleantech Manufacturing Fund. They further recommended extending temporary OPEX support across all solar segments and enhancing the European Investment Bank’s role with low- or zero-interest loans and guarantees.
