Bali Governor I Wayan Koster has launched a rooftop solar mandate under the Bali Mandiri Energi program to support the province’s Net Zero Emissions 2045 target. The regulation requires rooftop solar installation on all government buildings, schools, hotels, villas, and public facilities to accelerate deployment. Bali has an estimated solar potential of 22GW, including 3.3 to 10.9GW from rooftop systems, though less than 1% is currently utilized. The province remains dependent on a 400MW Java-Bali interconnection, which creates energy supply vulnerabilities. According to the Institute for Essential Services Reform, rooftop solar combined with battery storage is well-suited to Bali’s conditions and can reduce pressure on PLN’s grid. IESR has also urged national authorities to remove rooftop solar quotas and restore net-metering to support broader adoption across the commercial and residential sectors.
