The concept paper is about Time-of-Day tariffs that distinguish solar hours from non-solar hours under 2023 Electricity Rules amendments. These rules require ToD tariffs for C&I consumers above 10 kW by 1 April 2024, and for other non-agricultural consumers by 1 April 2025 with precise peak adjustments. Peak tariffs demand at least 1.20 times normal rates for those consumers or 1.10 times for others, while solar hours tariffs stay 20% below normal energy charges across categories. Uttarakhand Power Corporation Limited (UPCL) began smart meter installations in August 2024, aiming for HT completion by July 2025 and LT by June 2026 to support data analysis. Existing structure holds 30% peak surcharges and 25% off-peak rebates, featuring winter peaks from 0600-0900 and 1800-2200 hours totaling seven hours. Summer peak hours span from 1800 to 2300 hours for five hours total, as shaped by comparative analysis of ToD structures across other states like Maharashtra.
