The Telangana High Court has dismissed petitions challenging a solar tender issued by the Telangana Renewable Energy Development Corporation Limited under the PM Surya Ghar and PM Kusum (IPS) schemes. Justice Nagesh Bheemapaka heard the case filed by the Telangana Solar Energy Association and others, who argued the conditions were arbitrary, favoured large bidders, and undermined constitutional equality and trade freedom. They objected to clustering villages into four clusters, stringent financial criteria, and abrupt closure of bids. The government stated the tender design was based on expert recommendations from the tender committee and complied with MNRE guidelines. The court held the petitioners had not established mala fide intent or procedural flaws and refused to direct reissuance of the tender or allow village-level clusters.
