India-based The Punjab State Electricity Regulatory Commission (PSERC) has approved PSPCL’s INR 123.3 crore (~ $14.8 million) rooftop solar project. The plan covers 31.37 MW of grid-connected rooftop systems across 1,013 PSPCL (Punjab State Power Corporation Limited) buildings in Punjab. Installations will span offices, substations, and thermal and hydro stations. The project follows the CAPEX (Capital Expenditure) model, with PSPCL owning and maintaining the assets. Contracts were awarded in August 2024, and completion is targeted within one year. PSERC disallowed INR 32.64 crore (~ $3.9 million) in administrative costs, citing overlap with routine operations. The systems are expected to generate 46.74 million units annually. During the 15-year loan repayment, electricity will cost INR 3.26(~ $0.039) per unit. Power will be free for the remaining 10 years. PSERC mandated separate metering and annual reporting, and barred tariff recovery for delays or underperformance.
