Karnataka Electricity Regulatory Commission (KERC) has revived Karnataka’s stalled rooftop solar program, renaming it Distributed Solar PV (DSPV). The new model allows solar installations on rooftops, walls, and elevated ground structures like carports. Virtual Net Metering (VNM) and Group Net Metering (GNM) have been introduced for shared or pooled usage. VNM lets multiple consumers earn credits from shared systems, even without owning panels. GNM enables a single consumer to offset bills across multiple accounts using pooled generation. Tariffs are fixed at INR 3.86/unit (up to 10 kW) and INR 3.80/unit (above 10 kW). Subsidized tariffs range from INR 2.30 to INR 2.93/unit. Applicable projects must be commissioned after July 1, 2025, and will run for 25 years. Cost estimates are INR 40,000/kW or INR 30,000/kW (~$ 458.07-343.55 per KW)depending on load, with a 70:30 debt-equity ratio and 13-year loan term.
