India has issued wide-ranging regulatory updates in October 2025 across MNRE, MoP, CERC and CEA to strengthen compliance and grid readiness. MNRE has released the National Solar PV Potential Assessment 2025 and has instructed agencies to enforce GFR and CVC procurement rules. Updates were issued for PM-Surya Ghar procedures, Waste-to-Energy documentation, ALMM List-I and QCO applicability for storage batteries. CERC has proposed a Rs. 245/MWh (~ $2.69/MWh) buyout price for RCO compliance. MoP has circulated the draft Electricity Amendment Bill 2025, while CEA has introduced draft construction and cyber-security standards. State commissions have revised deviation, RPO-REC and demand-flexibility regulations.
