Ember and the Institute for Energy Economics and Financial Analysis (IEEFA) South Asia have released the third edition of the Indian States’ Electricity Transition (SET) report, stating that progress was recorded across 21 states representing 95% of India’s power demand. The FY 2025 assessment found that all states advanced across three dimensions, though at varying speeds. Karnataka, Himachal Pradesh and Kerala have progressed in decarbonisation. Delhi and Haryana remained ahead in power ecosystem readiness supported by distributed solar adoption and DISCOM performance. Chhattisgarh has recorded a power shortage of 0.07% in FY 2025. Bihar achieved 78% smart meter deployment under RDSS and reported 8.2% EV adoption. Delhi recorded 11.6% EV adoption is followed by Assam at 11%. Bihar outlined a renewable target of 24 GW by FY 2030, while West Bengal, Telangana and Jharkhand remained in early transition stages.
