The Syrian Ministry of Energy has signed final agreements with a Qatar-based UCC Holding-led consortium to develop eight power plants totaling 5 GW under a public-private partnership. The consortium included Urbacon Concessions Investment, Kalyon G.I.S. Energy, Cengiz Energy, and Power International (USA). It was granted rights to build, operate, and manage the plants, supplying power to the national grid. The projects, valued at $7 billion under a May 2025 MoU, comprised gas-fired plants in North Aleppo (1.2 GW), Deir Ezzor (1 GW), Zayzoun (1 GW), and Mhardeh (800 MW), and solar plants in Widian Al-Rabee (200 MW), Deir Ezzor (300 MW), Aleppo (300 MW), and Homs (200 MW). Completion was planned within three and a half years.
