The European Commission, the EU body responsible for legislative proposals, has released an impact assessment that accompanies its proposal for the Industrial Accelerator Act. This framework aims to strengthen the EU's industrial competitiveness while supporting decarbonisation efforts. According to the assessment, manufacturing accounts for 18.7% of employment and contributes 24.1% of value added across the European Union. However, its share of EU GDP has declined from 17% in 2000 to 14% in 2024. The proposal addresses vulnerabilities in supply chains and the limited deployment of industrial decarbonisation technologies. It focuses on energy-intensive industries, net-zero technologies, and the automotive sector. The framework includes carbon intensity labelling for energy-intensive materials, along with procurement rules that support low-carbon steel, cement, and aluminium. It also introduces made-in-EU requirements for batteries, PV systems, and vehicle components in public procurement and support programmes throughout the European Union.
