The Philippines’ Department of Energy formalized separate Memoranda of Agreement with the Province of Iloilo and the City of Bacolod. The agreements were signed on 26 January 2026 in Taguig for the Solar Solutions for Government: Energy Efficiency and Renewable Energy in Public Buildings initiative. The agreements were led by Energy Secretary Sharon S. Garin and were signed by Governor Arthur R. Defensor, Jr. and Mayor Greg G. Gasataya. The partnerships covered the deployment of solar PV systems and energy efficiency measures in public buildings. The DOE provided technical assistance, training and monitoring support under the Government Energy Management Program and its 10% energy savings target. Iloilo participated with existing renewable energy policies, prior installations in hospitals, streetlighting and a solar-powered desalination project, and received a DOE LGU award in December 2025. Bacolod aligned its public facilities with the same framework to identify priority buildings for PV and efficiency upgrades. The DOE stated that the program had built a pipeline of public-sector projects and noted that ten LGUs and the Department of Health had signed similar MOAs.
