Germany’s regulatory authority The Federal Network Agency (Bundesnetzagentur, BNetzA) has released the results of the December 1, 2025 tender for ground-mounted photovoltaic systems and solar installations built on structures other than buildings or noise barriers. Bid participation is more than doubled compared to the previous round after two weaker tenders. The auction offered 2,328 MW while 634 bids totaling 5,247 MW were submitted. Out of these 262 bids representing 2,341 MW were awarded and 61 were excluded, leaving the round significantly oversubscribed. Winning prices ranged from 4.40 ct/kWh to 5.30 ct/kWh, with an average of 5.00 ct/kWh, slightly above 4.84 ct/kWh previously. Bavaria led with 901 MW, followed by Saxony-Anhalt and Brandenburg.

In the December 2025 ground-mounted PV auction, Germany’s Bundesnetzagentur awarded 2,341 MW after receiving 634 bids for 2,328 MW of offered capacity.
