A Vietnamese conglomerate Rox Energy Global and RECA LLC have signed an Investment Agreement with Kyrgyzstan’s Cabinet of Ministers. The project will build a 1.9 GW solar power plant in Kyzyl-Oruk, Issyk-Kul region. It is currently at the start-up stage and expected to be completed by 2027. The project is backed by foreign investment. The agreement was signed on July 25, 2025. Kyrgyz Energy Minister TaalaibekIbraev met with RECA Director Tran Thi Ngoc Chau and Rox Energy’s Nguyen Zuy Binh. They discussed land provision, grid connection, and state-level support. The solar plant will be in Toru-Aigyr rural district. All parties signed the agreement during the meeting. The project highlights increasing collaboration on renewable energy development in Kyrgyzstan.
