The Government of Montenegro, located in the Western Balkans, launched its first state-backed solar auction as part of its efforts to align with EU energy goals. It planned to offer market premiums for 250 MW of solar. Regulations were set for projects of at least 400 kW. Bidders competed on the lowest strike price, capped at 65 euros per MWh. Winners were granted a 12-year Contract for Difference to receive both market revenues and a fixed premium. The auction aimed to support 400 MW of renewable capacity, including wind. A 20 percent buffer allowed for an extra 50 MW if bids were closely ranked. Premiums applied only within the capped volume.
