Dhaka Electric Supply Company Ltd (DESCO), a state-owned utility under Bangladesh’s Ministry of Energy, Power and Mineral Resources, has published an Expression of Interest (EOI) for international firms. The EOI invites proposals to design, build, finance, operate, and maintain 120 MW of on-grid PV portfolio across eight operational zones across Dhaka. Each zone—Uttara, Dakshinkhan, Tongi, Baridhara, Gulshan, Pallabi, Agargaon, and Rupnagar—will host 15 MW, forming eight separate lots. Firms may submit bids for multiple lots but can be awarded a maximum of three. The deadline for EOI submissions is May 4, 2025. To qualify, applicants must provide evidence of experience with solar projects of at least 5 MW and meet relevant financial and compliance standards. The project is designed to integrate PV power into DESCO’s distribution network through a net-metering framework.
