London-headquartered bp, a global energy company, along with SOCAR Green and Azerbaijan Business Development Fund (ABDF)—the shareholders of Shafag (Jabrayil) Solar Limited (SJSL)—have approved the final investment for a 240 MW solar plant in Jabrayil. SJSL will develop the plant, with construction beginning in 2025 and finishing by mid-2027, creating up to 400 jobs. In parallel, bp and its partners have sanctioned the $230 million Sangachal terminal electrification (STEL) project to connect the terminal to the national grid through a new substation. STEL will be completed in phases by 2028. Both projects are linked through a virtual power transfer, where AzerEnerji supplies power to the terminal equal to the solar output. Key project agreements have been signed among SJSL, AzerEnerji, and bp.
