The Asian Development Bank (ADB), a multilateral development bank, and Sun Pacific Energy Ltd (SPEL) have signed a $2.8 million loan to expand the Upolu Solar Farm in Samoa. The project aimed to install higher-efficiency panels, expected to generate 9.6 gigawatt-hours annually and cut 1,944 tons of carbon dioxide emissions each year. SPEL, Samoa’s first independent power producer, operated under a 20-year power purchase agreement with the Electric Power Corporation. The expansion followed Samoa’s struggles with peak demand and power outages, including a 30-day state of emergency in March 2025. The project also received $225,000 in technical assistance from the Australian Climate Finance Partnership, administered by ADB.
