The US Commerce Department is expected to announce a preliminary countervailing duty decision on solar cells and panels imported from India, Laos, and Indonesia. The review follows a trade case launched after a July 2025 petition filed by the Alliance for American Solar Manufacturing and Trade. According to Reuters, the group includes Hanwha Qcells and First Solar and the petition has raised unfair subsidy and dumping allegations. The case claims Chinese-linked production shifted to Indonesia and Laos to avoid existing US tariffs on solar goods. It also alleges that Indian manufacturers sold panels in the US market below production costs. Commerce is reviewing subsidy claims under trade remedy procedures and is expected to issue a separate anti-dumping decision next month, with final determinations likely later this year.
