A group of US solar manufacturers including First Solar, Qcells, Talon PV, and Mission Solar has filed a petition with the Commerce Department. The complaint is about seeking anti-dumping and countervailing duties on solar panel imports from India, Indonesia, and Laos. According to the Alliance for American Solar Manufacturing and Trade, which includes these companies, the imports have surged from $289 million in 2022 to $1.6 billion in 2023. The group said that manufacturers from these countries have received unfair subsidies and sold products below cost, undermining billions in recent US solar investments. First Solar and Qcells claimed that Chinese-owned firms have shifted production from previously tariffed countries to new hubs like Indonesia and Laos. The Commerce Department has 20 days to decide whether to initiate an investigation, which typically takes about one year to conclude.
