US based Comstock Inc. and Comstock Metals have reported that they had received a Written Determination Permit from the Nevada Division of Environmental Protection – Bureau of Sustainable Materials Management. The permit covered processing of waste solar panels at the Silver Springs, Nevada facility. The approval followed an Air Quality Control permit issued on January 5, 2026. This completed the required regulatory authorizations for commissioning the site. The fully permitted, industry-scale facility is designed to process more than 3 million solar panels per year. This capacity is equivalent to up to 100,000 tons of waste annually through a single continuous production line. Equipment orders were placed earlier. The deliveries were largely completed in Q4 2025. Installation, testing and commissioning were planned for Q1 2026. The facility was intended to serve growing volumes of decommissioned solar panels in the southwestern United States. This included California, Arizona and Nevada, through material recovery from end-of-life photovoltaic panels.
