Comstock Inc., a US-based clean energy materials company, has reported that its subsidiary Comstock Metals LLC received recycling approval from California’s Department of Toxic Substances Control (DTSC) for its Kings County facility. The authorization has placed the California recycling site on a list of universal waste recyclers permitted to treat PV modules under state regulatory requirements. According to Comstock, the Kings County operation has been established as a California-focused hub supporting collection, preparation, storage, and aggregation of decommissioned PV panels within a broader southwestern recycling network. Comstock Metals has positioned the facility as a certified zero-landfill recycling solution, enabling recovery of aluminum, silver, copper, gallium, and other metals for reuse in supply chains. The site is designed to support utilities, developers, EPC firms, installers, decommissioning contractors, and asset owners managing end-of-life modules. Comstock Inc. has also confirmed that permit applications are being prepared for a second integrated recycling facility in Nevada, with final site selection expected later in the month.
