The California Senate has removed the controversial clause in AB 942 that would have broken long-standing rooftop solar contracts. This clause, requested by the California Public Utilities Commission and authored by a former utility executive, had proposed terminating or limiting 20-year net metering contracts signed by over 2 million homeowners. According to the Solar Rights Alliance, the Energy Committee chaired by Senator Josh Becker has also eliminated language blaming solar customers for rising utility costs. The provision’s removal followed protests, strong public opposition, and criticism from over 100 organizations. These groups argued that utilities, not solar users, caused higher rates through increased spending and profits. The bill still restricts the California Climate Credit for customers with bills under $300, but the Senate action was widely seen as a response to public pressure against undermining rooftop solar investments.
